Constitution
of the Harbingers of Genocide
Article I.
Section 1.
All legislative powers herein granted shall be vested in the War Council of the Harbingers of Genocide, which shall consist of seven elected members of the alliance.
Section 2.
The War Council shall be comprised of members elected every month, the first Monday of the month.
When vacancies of the War Council happen mid-term the Executive of the Alliance shall appoint an interim Council member to fill the open seat(s).
Section 3.
All resolutions to raise revenue for use by the Alliance shall originate in the War Council and must be ratified by the Executive of the Alliance.
The Council shall have Power to lay and collect Taxes, Duties, provide the Garrison of troops; so as to pay the Debts and provide for the common Defense and general Welfare of the Harbingers of Genocide;
To request a Declaration of War, grant requests of Peace and make rules concerning the Capture of territory.
To coordinate and define military movements among Alliance members.
To provide for calling forth the Armies to execute the Laws of the Alliance, suppress insurrections and repel invasions.
To oversee the punitive measures applied to unlawful members of the alliance.
Article II.
Section 1.
The executive power shall be vested in the Leader of the Alliance. He shall hold his office during an unlimited term, and, together with the Vice-Executive, who is appointed by the Executive, oversee the Alliance.
Section 2.
The Executive is granted the right to ratify or veto bills and resolutions passed by the War Council prior to their implementation. If a bill or resolution is vetoed by the Executive the War Council can, by complete Council approval, pass the vote to the people of the Alliance as a whole for a time consisting of seven days. In this instance no player, despite rank or elected position, shall be granted more than one vote.
In the instance of war the Executive powers must approve the decision before it can be recognized as Declaration of War.
Section 3.
In the instance that the Executive is unable to be contacted the Vice-Executive shall oversee the management of the Alliance.
In the instance that the Executive member of the Alliance steps down or leaves the Alliance the position shall be elected by the people of the Alliance for an indefinite term.
The Executive and Vice-Executive of the Alliance can be granted as emergency diplomats to the Multi-Alliance Union.
Article III.
Section 1.
The Senate members to the Multi-Alliance Union shall consist of no more than two alliance members, not including the Executive and Vice-Executive of the Alliance.
These members shall be elected for a term of one month, elected every first Monday of the month.
Section 2.
Senate representatives shall apply the utmost formality to foreign Alliances, friend or foe, so as to represent civility and intelligence among members of the Alliance.
Laws of the
Alliance
Treasonous members of the Alliance shall be punished by expulsion and direct decimation by Alliance members.
Alliance members shall not attack other alliance members, friend or neutral, for any reason, and punitive measures shall be decided upon by the War Council. The only time attacks can be carried out against a foreign alliance member without the consent of the War Council is during a time of War with said alliance.
Each person of the alliance is equal to one vote; this does not include multiple account members. If members with multiple accounts are caught voting more than once punitive measures shall be vested in the War Council.
Members
Rights
The War Council shall make no law abridging free speech or the right to peaceably assemble or petition the alliance for a redress of grievances.
Any member accused of committing a crime or breaking an alliance law has the right to represent himself, or pass on representation to a third-party, within the War Council tribunal.
It is the right of the member to decline the garrison of alliance troops within his cities, except during times of war.
